You have to live in the home as your primary residence for 3 years, at which time the silent second mortgage (representing 50% of the purchase price) is forgiven.

While the program is not designed for investment purposes, someone who is eligible for the program and willing to live in the home for 3 years, could obviously turn a profit if the home held its value when it was re-sold.
